Louie isn’t right often, but gotta give him this one. He is 100% right in saying it does not put 1/1 counters on things. It does create a replacement effect that can cause other cards to put additional counters on things.

Store owner is 100% in the right here. Sometimes I'm frustrated by the answers in these, but this is not one of those times. Doubling Season does not put counters on things. Answering 'kind of but technically no' would give a TON of information that the player didn't know to ask for: indicating that the card dealt with counters but that the card did not place them itself. 

If the store owner said 'yes', that would be misleading too. Another player might have ruled out doubling season for the same answer. The player just needs to ask more precise questions and understand better what their questions are asking. This is actually a hard card to get because of the needed precision, but it's still a skill issue.

The word "instead" modifies another effect. Doubling Season does not place the counters, it changes how many counters another spell or effect would place.

Nah, sometimes I criticize your answers but you were right this time. It doesn't put counters on things, it makes things that put counters on things better. It still needs something to actually put the counters in the first place. He needed to ask better questions if he was thinking of Doubling Season

Honestly, respect for saying no to the counters because it is a replacement effect. I see so many people just give it away while answering questions like that in a cheeky way.

Its triggers a replacement effect that doubles the amount of counters that WOULD be put on something, the guy should have asked if it doubles things or not, he played bad
