I will attempt to explain a little in a written form

Skirk has two playstyles: On-Field Normal Attack DPS and BURST DPS. Both options are pretty viable so you can choose either or but cannot really play both. So, if you pick to play Burst DPS, you can't really play the Normal Attack style of DPS and vice versa.

Skirk is HIGHLY dependent on her teammates. One of her crutch teammates being Escoffier. Without Escoffier, she loses a LOT of damage potential (about 50%?). Secondly is Furina but that difference is a little less so (about 20%).
 Additionally, Skirk is VERY restrictive in the teams she can fit in. She can only really with in teams with ONLY Cryo and Hydro. 

Some of her passives benefit a LOT by having only Cryo and Hydro teammates and her damage changes a LOT because of how much of a massive difference it is. So only run her in Cryo and Hydro teams. 

Instead of energy, she is dependent on her own special meter. This meter is built up off of multiple things.

The first and most important one is your teammates and Skirk's passives. Whenever any of your teammates do any sort of cryo reaction, it will create a rift on the field (up to 3). You can absorb these rifts in two different ways.

The first way is during her enhanced state which is activated by TAPPING Skill (E).

 During this state, Skirk will gain a meter similarly to a Nightsouls Blessing.
 Whenever you charge attack in this state, it will absorb as many rifts on the field as possible and it will add to this meter extending the enhanced state's duration.

The second way is also during this enhanced state. You instead press ULT (Q).
 Instead of doing a standard Ult/Burst animation and damage, she will just immediately consume all rifts on the field AND give a massive attack bonus to Skirk's Normal Attacks during the Enhanced State.

For the On-Field DPS, you will TAP skill (E). This will make her enter an enhanced mode where all her Normal Attacks (NA) and Charged Attacks (CA) are now cryo and do a lot more damage. She will gain a small meter which can be extended by doing one of the aforementioned methods listed above. A typical combo for this is (TAP E, Q, NA5, CA, NA5)
A typical team can consist of: Skirk, Furina, Escoffier, and Yelan

For Burst DPS, you will HOLD Skill (E). This makes Skirk absorb any rifts currently on field, and gives her MASSIVE amounts of "Energy" to her Ult Charge. 
Similarly to Mavuika, whenever her Ult Charge is above 50%-ish, she will be able to Ult which then gives her the ult Animation and does MASSIVE amounts of damage (but unlike Mavuika, this is not a single hit nuke). This charge can go up tp 100% with each percentage adding more damage. 
 Typically, this playstyle is played alongside another main DPS and you quickswap Skirk in for a big ult and switch out. 
A possible team can be: Skirk, Furina, Esocffier, and Neuvillete.

For those still confused:
Pressing instead of holding skirks skill will cause her to be infused with cryo. Using cryo hydro reactions will spawn rifts, which will buff her NA when you use her ult. Holding her skill is her "ult" setting, where she will immediately absorb the rifts, which when pressing Q, will buff her ult rather than her NA.

normal attack mode
1. void rifts are generated by hydro/cryo reactions, max 3 on field
2. tap E to enter enhanced normal attack mode
3. absorb void rifts by tapping Q or use Charged Attack
4. spam normal attacks, weaving in CA when more rifts gets made to extend duration

burst mode
1. generate void rifts
2. HOLD E to absorb void rifts, that fills up the "energy" for the burst
3. tap Q for burst

the buff will be naturally generated as you do your rotation through your team mates, so for example, the premium team normal atk rotation


Furina - E / Q
Ice-Coffee - E / Q
Shenhe - Hold E / Q
Skirk TAP E, TAP Q, Na X5, Na X5, CA Na X5

burst mode, same as above, except during Skirk's turn you HOLD E, Skirk will start flying, void rifts are absorbed, you'll see burst get filled up, TAP Q

and then there's HYBRID mode, which is only doable during the 1st round of abyss and overworld, since you'll have full burst available, so you do your rotations as normal to generate 3 void rifts, use Skirk's burst, then tap E (since you haven't used it yet) use CA to absorb the void rifts and start spamming NA, although buffs start falling off after 1 NA string.

The Mihoyo team keeps over complicating the descriptions and explanations of these new characters.

All they had to say was: 
"Cryo reactions grant more skill bar charges and use skill bar charges to cast ultimate or charged attacks with either normal or skill form until depleted."

For the record: skirk’s ult doesn’t automatically put her skill on cooldown. If you’ve charged her ult beforehand you can do ult then skill

Stronger razor language explanation:
Hydro and cryo units only = gives best passive buffs to skirk
Want shards? Cryo related elemental reactions. (Three shards for max damage)
Normal attack play? Tap skill and spam attack. If you see three shards, tap burst = more normal attack damage. (If you see shards after that, you can charge attack to collect shards = extends duration) 
Burst play? Hold skill and burst = one big damage only and rotate. Hopefully this helps and I didn't just copy from the creator 🥲
