Wait before doing this go check your processor power management settings...
Your cpu might be throttling causing fps spikes or drops, 4 years I spent trying to figure out why my system was being bottlenecked, turns out my minumun processor power state was set to 5 and my maximum power state was set to 100, yes change 5 to 100 to unlock its full potential and 0 throttling,  windows sets it to 5 by default, yes the cpu will not rest even on idle wich can cause high Temps, go head and create two different power plans for when ur not gaming, obviously this wouldn't be a problem if you have an aio water cooled system on that cpu, go change this setting and let me know if this works for you, yes games can stutter here and there due to poor optimization but cpu throttling is one of the reasons why your cpu is not optimized for gaming, my i7 8700k finally is doing its work, everything runs super quick and smooth, web pages open in an instant I feel so dumb for all these years I missed out trying to get the best performance out out my pc, having my gpu 2080ti overclocked, my ram overclocked for my cpu to just throw everything off lol

Some motherboard manufacturers may have this feature turned on by default in the BIOS, here is a reference image from my own BIOS, for which you can see that the feature is on. From my personal experience, turning this feature off does not actually improve frame rates much. You can try going to the BIOS yourself to see if this setting exists and follow the motherboard manufacturer's instructions.

how ever If you're using an older computer, it makes sense.

I've tried this on an older PC, where Steam client was making Windows 10 unresponsive during download, and download speed was quite low.

After disabling HPET, the Windows became responsive again (no lag when moving apps), and download speed multiplied 3 or 4 times.

I have an I7-14700F & Radeon RX 7800 XT, it already dishes out high frame rates but when I did this, it got much better, generating 150+ fps to 200 on ultra settings, some on AAA games
