Okay, I have a couple comments.  First off, I see nothing "revolutionary" about anything forensically that took place back in 2018.  Geolocation data, call detail records with positional tower locations, cloud data, phone data....... all very common in 2018 for experienced and trained digital forensic scientists to work with.  It may have been new to this agency, but not in the field of law enforcement or digital forensics as a whole.

Secondly, it sure seems like law enforcement was pushing the limits when obtaining information on all citizens in a particular geolocation, doing criminal history searches, and investigating them in order to narrow down a suspect list.  This certainly is not simply sifting through nameless metadata...... this is specific information on specific citizens where the government has absolutely no probably cause to look at them from an investigative standpoint.  I find this to be most troubling.
